Kenya and Tanzania are on the cusp of an infrastructure war. Both are building large-scale seaports; both understand the economic stakes of having a modern, deep-water facility on the grid. The bad news is that any profit-loss analysis is probably loaded with assumptions that shift with the ocean currents. The good news is that these hubs will have a huge, positive impact on the hinterland, including road and rail networks. It may be the landlocked countries of Uganda and South Sudan, among others, that gain the most from these massive projects. But do not expect to see glistening berths anytime soon. These seaports may take a decade or longer to reach critical mass. ■
